On Thursday, heavy rain and flooding prompted several Alberta communities to declare local states of emergency. According to Weather Network reporter Kelsey McEwen, this is only the second time the city has declared a local state of emergency. The first was in 2005, when heavy rain caused significant damage to 40,000 homes.
