This was going to be an easy project for my 5 year old to do....after 4 attempts at making these (and a very frustrated little girl) we finally found a recipe that actually worked: 3/4 cup flour, 1/2 cup water, 3 TBL. corn syrup and one pack of Knox gelatin. Pack tightly into a cookie cutter and make a large hole using a toothpick. Let dry overnight.

My first DIY tutu. Used a yard each of 54" wide tulle in red, pink, & sparkly white. Cut into 3" wide strips, then those in half to make 28" long strips.  Fold the 28" long strips in half & knot (loop around & through) around a 1" wide piece of grosgrain ribbon. I did this 3x for each color. The tutu part ended up being just over 20" for a 2 year old. Leave at least 12-15" on each side to tie into a bow. I did it this way instead of using elastic so the tutu would be adjustable. Enjoy!!
